Developing Special Provision Locally (DSPL)

DSPL is a Hertfordshire-wide partnership approach. Parents work together with staff in early years settings and schools, further education colleges, local authority offices and representatives from other agencies, as part of an Area Group. They review and develop a range of provision and support services available to their local community that:


  • Meet the needs of children and young people with special educational needs and/or disabilities (SEND), aged 0-25, as close to home as possible;
  • Improve outcomes for wellbeing and attainment;
  • Widen choice for children and parers/carers;
  • Remove barriers to learning;
  • Use resources more effectively.

DSPL Area 5 - Welwyn Garden City and Hatfield

Clare Herbert sits on the steering group for DSPL 5, representing WGC head teachers and schools. She is also on the Behaviour Working Party.  Clare Bellwood regularly attends DSPL 5 events. Peartree staff often attend DSPL training to further their understanding of a range of SEND.
